2011

The 44th Meeting of the Telecommunications and Information Working Group was held in Kuala Lumpur, Malaysia, September 22-28. A Cybercrime Experts Group Meeting was held in conjunction with this Working Group meeting, and a mission statement was adopted as follows:

« The Security and Prosperity Steering Group (SPSG) Experts Group on Cybercrime will further the APEC leaders statements and the goals of the SPSG to promote cybersecurity by strengthening the capacity of members economies to detect, investigate and prosecute cybercrime, and to promote and improve cooperation among member economies in the fight against cyber crime.»


2010

The 8th Ministerial Meeting on Telecommunications and Information endorsed the Strategic Plan for 2010-2015, including to promote a safe and trusted ICT environment. In 2010, the TEL created and observed Cybersecurity Awareness Day on October 29 with exhibition of posters on cybersecurity, that will be an annual event.


2009

The 40th Meeting of the Telecommunications and Information Working Group was held in Cancun, Mexico, September 24-30, 2009.

The Telecommunications and Information Working Group (TELWG) presented the Draft Work Plan 2009 at a meeting in Singapore on February 18, 2009. The TELWG will work towards many goals in 2009. One is to raise awareness about the need to collaborate within and across APEC economies on cyber-security threats.

The cooperation with OECD will continue to develop initiatives in the area of cyber security and prosperity, with a focus also on malware.


2002-2008

The Ministers and Leaders of the Asia Pacific Economic Cooperation (APEC) has at a meeting in 2002 made a commitment to:

"Endeavor to enact a comprehensive set of laws relating to cybersecurity and cybercrime that are consistent with the provisions of international legal instruments, including United Nations General Assembly Resolution 55/63 (2000) and Convention on Cybercrime (2001) by October 2003."

The e-Security Task Group created in 2003 a Cybercrime Legislation & Enforcement Capacity Building Project. Read the progress report here.

In a joint statement at the Ministerial Meeting in Santiago, Chile, November 17-18, 2004, it was agreed to strengthen the respective economies ability to combat cybercrime by enacting domestic legislation consistent with the provisions of international legal instruments, including the Convention on Cybercrime (2001), and relevant United Nations General Assembly Resolutions.

At the APEC Telecommunications and Information Working Group Meeting on September 5-9, 2005, in Seoul, Korea, a statement reads as follows:

Economies are currently implementing and enacting cybersecurity laws, consistent with the UN General Assembly Resolution 55/63 (2000) and the Convention on Cybercrime (2001). The TEL Cybercrime Legislation initiative and Enforcement Capacity Building Project will support institutions to implement new laws.

At the Ministerial Meeting in November 2005, the Ministers renewed their commitment stating that they:

Encourage all economies to study the Convention on Cybercrime (2001) and endeavor to enact a comprehensive set of laws relating to cybersecurity and cybercrime that are consistent with international legal instruments, including United Nations General Assembly Resolution 55/63 (2000) and the Convention on Cybercrime (2001).


A joint APEC-OECD Workshop on Security on Information was held in Seoul in 2005. Several topics were discussed, including promoting global incidents response. In April 2007 an APEC-ASEAN Workshop was held in Manila.

A Chair´s Report of the Telecommunications and Information Working Group was presented to the Seventh APEC Ministerial Meeting in Bangkok on April 23, 2008, including Security issues and cybercrime projects.


APECTEL organized a training program to combat cybercrime and promote cybersecurity at a 3-day conference in Malaysia in December 2008.
